The Cooperative Observer program was formally established in 1890 with the establishment of the U.S. Weather Bureau in the Department of Agriculture. The earliest Illinois records in this collection (the 1862-1874 Ottawa volume) pre-date the Coop program, and were recorded on forms which came from the Smithsonian Institution and to be turned in to the United States Commissioner of Agriculture.
