Budget file containing 1 - the yearly Internal Budget, including the printed budget, memoranda on budget preparation, correspondence of the president and administrative officers concerning the budget, and departmental requests with approval or disapproval; 2 - the university's legislative Biennial Budget, including printed tentative and final budgets, memoranda on budget preparation, budget requests and action thereon, building programs and correspondence of the president, administrative officers, state budget and education officials and governors concerning sources of income, acquisition of state funds, the budget, independent budget studies, the university appropriation bill and budgets at other universities, and 3 - budget memoranda (1934-43) of the Advisory Committee of the Bureau of Institutional Research concerning enrollment, curricula, strength of departments, building programs, effectiveness of administration, additions to the faculty and staff, and studies of departmental budget requests.
The President is the principal administrative officer of the University and a member of the faculty of each college, school, institute and division.1 The original charter designated the chief executive officer of the university as regent but this title was changed to President in 1894.2 The President is elected by the Board of Trustees and is responsible to them for the operation of the university.3 The President prepares budgets for presentation to the board, recommends persons to the Board for appointment to University positions, and is responsible for the enforcement of the rules and regulations of the University.4 On recommendation of the appropriate Senate and by authority of the Trustees, the President issues diplomas conferring degrees.5
