Annual reports reflect President David Kinley's response to educational controversies of the period. In 1924 he stated policies on limitation of enrollment, maintenance of standards, complexity of curriculum (multiplication of departments) & University-sponsored research. In 1925 he responded to "agitation concerning the failure of society to reach educational ideals" in sections on Educational Aims of Universities, promotion of scholarship & problems of academically dropped students. In 1926, he covered Aims of a University Education, What is a University?, Fashions in Education, Practical Education, Investigations & Propaganda, Military Training and Student Life. In 1927, he gave the conservative attitude on many current studies of educational matters: Educational Inquiry Commission, Over-Specialization, Teaching, Pessimism in Education, Criticisms of the General Course & Public and Endowed Universities. In 1930, he attempted "to put in more definite form...the aims & ideals that have controlled me in...plans & policies" in a "decade of unrest following a great war."
The President is the principal administrative officer of the University and a member of the faculty of each college, school, institute and division.1 The original charter designated the chief executive officer of the university as regent but this title was changed to President in 1894.2 The President is elected by the Board of Trustees and is responsible to them for the operation of the university.3 The President prepares budgets for presentation to the board, recommends persons to the Board for appointment to University positions, and is responsible for the enforcement of the rules and regulations of the University.4 On recommendation of the appropriate Senate and by authority of the Trustees, the President issues diplomas conferring degrees.5
