Following a decentralization program which began with the appointment of three chancellors in 1966,[sup]1[/sup] business management functions of the University were distributed among three Campus Offices of Business Affairs.[sup]2[/sup] In 1967,[sup]3[/sup] daily operations at the Urbana-Champaign campus were put under a Director of Business Affairs, but the director and campus staff continued as part of a single Business Office of the University[sup]4[/sup] (later called University Office of Financial Affairs, Business Affairs or Business and Financial Affairs[sup]5[/sup]) as did their counterparts on the other campuses.[sup]6[/sup]
The campus Director of Business Affairs at Urbana-Champaign, reports to the Executive Vice President of the University (previously called Vice President and Comptroller, Vice President for Planning and Allocation, and Vice President for Administration).[sup]7[/sup] He or she is the chief financial officer of the campus, responsible for the preparation of the budget, for assistance to the chancellor in financial matters, and supervision of the divisions which comprise the Campus Office.[sup]8[/sup] When the office was formed in 1967 these were the Accounting, Bursar's, Purchasing and Auditing Divisions.[sup]9[/sup] In 1969, the auditing function was moved out of the Campus Office into the University Office of Business Affairs, and in the same year the Insurance Office became part of the Campus Office in addition to the three remaining divisions.[sup]10[/sup] In 1976, the Campus Office was reorganized into six divisions: Accounting Center, Cashiering Operations, Grants and Contracts, Payroll division, Purchasing and Insurance.[sup]11[/sup] The Insurance Office became the Benefits Center in 1978,12 and in 1981 was transferred out of the Campus Office of Business Affairs into the University Office of Personnel Services.[sup]13[/sup]
