Brief Description: Subject file of Sveinbjorn Johnson (1926-44), William E. Britton (1944-51), Ralph F Lesemann (1951-61) and James J. Costello (1961- ) containing correspondence, and receipts, griefs and opinions, official agreements and memoranda, transcripts, vouchers and receipts concerning appropriations, buildings and grounds, Civil Service acts and employees, claims and suits against the University, contracts involving faculty and administration, federal grants, General Electric and Westinghouse Price-fixing suits, hospitals, insurance, the Illini Union, legislation and pending bills, military training, patents, purchase and lease of property, research retirement systems, scholarships, seditious organizations, taxes and Urbana-Champaign civic planning. Correspondents include Attorney Generals of Illinois, construction companies and contractors, insurance agents, legislators, State Attorneys, litigants and attorneys involved in property and personal damage suits, official at other universities, university architects, bursars, comptroller, deans, presidents, purchasing agents, registrars and treasurers, and Urbana-Champaign government officials. The Legal Counsel served as Secretary to the Faculty along with patent applications from faculty (1921-57). A tax file includes correspondence and documents about the university's payment of local property taxes (1946-64). A Krebiozen file contains correspondence, legal briefs, affidavits, legislative hearing reports, Board of Trustees minutes, and published reports and leaflets relating to Dr. A.C. Ivy, President George Stoddard and Rutherford v. A.M.A. (1951-67).

Biographical Note for University of Illinois at Urbana-Champaign. Office of University Counsel :

The Office of University Counsel was established by the Board of Trustees of the University on June 26, 1931.1 Uncertainty concerning the relation of that officer to the Illinois Attorney General's office led to attempts at clarification of his duties and responsibilities,2 but in 1943, the office was discontinued by the Board of Trustees3 in order to reorganize and redefine his status as legal representative of the University.

The University Counsel serves as legal advisor to the Board of Trustees, to the President, and to other administrative officers, and is to represent them in all legal proceedings, unless otherwise provided.4 In 1968, the change of the University of Illinois to the chancellorship system led to reorganization of the Office of Legal Counsel.5 The title of Legal Counsel, held since 1958,6 was changed to that of University Counsel. The University Counsel was empowered by the Board of Trustees to designate Legal Counsels, with the status of Associate University Counsels, to serve as legal advisors to the chancellors and other administrative officers of the campuses of the University.7 The University Counsel was to retain the duties and responsibilities mentioned above.
