Douglas and William Proxmire (Hutchinson v. Proxmire, Krebiozen case, Sgt. Buck case, Urban Problem Commission) teaching, the National War College, lectures and publications. Shuman was legislative and administrative assistant to Senators Douglas of Illinois (1955-66) and Proxmire of Wisconsin (1969-82).
