Description on the back reads: Mussolini addressing the First World Library and Bibliographical congress held this summer in Rome which was attended by Carl H. Milam, secretary of the American Library Association, who is seated at the extreme right. Seated at the table is Isak J. Collyn, of the Royal library, at Stockholm, who is president of the International Federation of Library associations. Beside him at right is T. P. Sevensma, librarian of the League of Nations; A. Esdaile, of the British museum; Vincengo Fago, secretary of the congress; W. W. Bishop, of University of Michigan; Hugo Kuss, direction of the national library at Berlin.
