Scope and Contents of the Materials

Subject file of the the Constitution and By-Laws Committee chairs, with Ralph T. Estherquest (1957), Benjamin A. Custer (1957- 60), and Katherine M. Holden (1961-62), contains correspondence, includes the revision of the constitution (1956-61), the establishment of local chapters of the ALA (1956-61), and representative constitutions and bylaws of ALA divisions (1957- 61), revision of by-laws on membership (1961), division organization (1957), divisional honorary memberships (1957), chapter designation and redesignation (1956-57) and annual reports (1955-61).

Biographical Note

The Committee on Revision of the Constitution was the predecessor to the Committee on Constitution and Bylaws, and held its first meeting on June 2, 1920 at the Annual Convention in Colorado Springs, Colorado (1). The Constitution and Bylaws Committee (then called the Standing Committee on Constitution and Bylaws) was created on motion by the ALA Executive Board on December 28, 1920 in Chicago, Illinois (2). The members were appointed by the Chairman of the Board (3).

The initial mission of the Committee was to propose constitutional bylaws to the Executive Board (4). The mission is "to consider amendments to the Constitution and Bylaws, and to make recommendations to the Association in accordance with Articles XI and XII of the Constitution" (5).
