Biographical Note for Franklin, Hardy R. (1929-2004) : Hardy R. Franklin graduated from Morehouse College in Atlanta and then served in the Army from 1953 to 1955. Upon returning to the United States, he earned a master's degree in library science from Atlanta University in 1956 and then a doctorate in library science from Rutgers University in 1971. He was Director of the District of Columbia Public Library system for almost 23 years, from 1974 until he resigned in 1997 amidst scandal. He was accused of favoritism, embezzlement, and sexual harassment, and in 1998 he pled guilty to a conflict-of-interest charge. He was President of ALA from 1993 to 1994. In 1983, he received ALA's Allie Beth Martin Award [1]. He died on August 21, 2004 [2].
