Biographical Note for Welsh, Theodore F. (1933-) : Theodore F. Welch was born in Los Angeles, California in 1933. Before his career in librarianship, Welsh was interested in music and played with the Air Force bands in New York and Tokyo 1958-1962. In 1963 he received a BA in Music and Asian Studies from the University of Southern California. Welsh received his MLS from the University of California Berkeley in 1965. Welsh worked as a cataloger for the Library of Congress 1965-1967, then moved to Tokyo, Japan where he worked as a regional librarian for the U.S. Information Service 1967-1969. Upon his return to the U.S., Welsh became Assistant University Librarian for Public Services at Northwestern University. In 1973, he took a two-year leave to serve as Chief Information Officer for the United Nations Centre for Regional Development in Nagoya, Japan, and in 1975 Welsh received his PhD in Library and Information Science from the University of Tokyo. In 1975 Welsh returned to Northwestern University as Assistant University Librarian for Development. In 1976 Welsh became a lecturer in Japanese and became director of Northwestern University's Center for the Study of U.S.-Japan Relations in 1981. In 1983 he became Director of University Libraries at Northern Illinois University. Throughout his career, Welsh published several books on Japanese librarianship and libraries in Japan.
