Scope and Contents of the Materials

Correspondence of Constitution and Bylaws Chair, contains memoranda, proposals, revisions, and printed documents, includes the revision of the constitution and by-laws, the restructuring of the association, the 1924 Constitution, a survey on the organization of the College Library Advisory Board (1935-36), the Third Activities Committee (1937-39), changes in the by-laws (1936), and proposed changes (1939-40), and correspondence of staff liaison Miriam Hornbach with the chairman and executive secretary of ALA concerning amendments to the constitution (1969-73).

Biographical Note

The Committee on Revision of the Constitution was the predecessor to the Committee on Constitution and Bylaws, and held its first meeting on June 2, 1920 at the Annual Convention in Colorado Springs, Colorado (1). The Constitution and Bylaws Committee (then called the Standing Committee on Constitution and Bylaws) was created on motion by the ALA Executive Board on December 28, 1920 in Chicago, Illinois (2). The members were appointed by the Chairman of the Board (3).

The initial mission of the Committee was to propose constitutional bylaws to the Executive Board (4). The mission is "to consider amendments to the Constitution and Bylaws, and to make recommendations to the Association in accordance with Articles XI and XII of the Constitution" (5).
