Scope and Contents of the Materials

Copies of testimonial statements of ALA members and officers presented before Congressional Committees on behalf of ALA, subjects include appropriations for libraries (1956-67), Elementary and Secondary Education Act (1965-67), freedom to read, Higher Education Act (1965-67, 1970, 1975), International Education Act - Florence Agreement (1966), Library of Congress depository library system and postal rate hikes (1956-67), Medical Library Assistance Act and Emergency Committee for the Full Funding of Education Programs (1969), Library Services and Construction Act (1970), classification and declassification of government information , National Commission on Libraries and Information science, and the Equal Employment Opportunities Enforcement Act (1971), Department of Community Development Act, Postal Reorganization Act, Individual Retirement Benefits Act, and increased appropriations for library and related programs for 1973 (1972), Labor - HEW Appropriation Act (1973), State and Local Fiscal Assistance Act (1974) and Local Public Works Capital Development and Investment Act (1975), statements on the Postal Service Act (1980), the National Publications Act (1980), and a bill to restrict transmission of material contrary to best interests of the U.S. (1954), and Communications and Public Printing Reorganization Acts (1978, 1979).

Biographical Note

In 1945 the ALA announced the establishment of the Washington office (1). It began operation on October 1, 1945 (2). It was to be supported by the Library Development Fund which was planned to cover a five year period, but which was discontinued after one year (3).

The function of the Washington office is to maintain a representative of libraries who monitors federal government activities and regulations, makes official comments on proposed regulations and supports legislation benefiting libraries and library service (4) through press, radio, and personal contacts, in cooperation with state and local library agencies (5). The Washington Office reported regularly in the ALA Bulletin (1945-69). Its publications include the ALA Washington Newsletter and a biannual Legislative Report of the ALA Washington Office (1979- ).

The Associate Executive Director of the Washington Office is responsible to the ALA Executive Director (7).
