Scope and Contents of the Materials

Correspondence between Harold F. Brigham, Chair of the Committee on Annuities and Pensions and life insurance companies, includes proposing group annuity ant retirement plans for members of ALA (1931-39), committee correspondence (1931- 39), the group annuity contract between ALA and Metropolitan Life (1933), amendments to the contract (1938), correspondence, questionnaires and summary regarding proposed Social Security legislation (1939), procedures for Metropolitan representatives, and outline for Metropolitan's administration of annuities, constitutions of three annuities associations and a committee membership list (1935-36).

Note: the Committee on Annuities and Pensions was created by the Executive Board in 1930 to study and promote the development of annuities, pensions and insurance for librarians. In 1941, it was made a standing committee and its name was changed to Annuities, Pensions, and Life Insurance. 1950 saw the abandonment as a separate committee and its functions transferred to the Board on Personnel Administration.

Biographical Note

The Executive Board of the ALA created the Board on Personnel Administration on July 17, 1936 (1).  In June 1937, Council changed its name to the Board on Salaries, Staff and Tenure.  In October, 1940, Council changed its name to the Board on Personnel Administration.  This section is responsible for general personnel administration in all types of libraries.  Illustrative of the fields of interest are the recruitment and promotion of able people to positions of all levels of library service, certification of librarians, fair employment practices, equal employment opportunities, classification and pay plans, inservice training of all professional and non-professional workers, principles of tenure and intellectual freedom, personnel administration, relations between libraries and pertinent municipal and educational agencies, staff management, ethics, personnel measurement, and guidance, and staff welfare programs (2).
