The Emergency Boards were appointed by executive order of the President of the United States per the Railway Labor Act (1926, amended 1936) to remedy any labor disputes among railroads and air lines that had potential to interrupt interstate commerce, Emergency Boards sought to investigate each dispute and report to the President their findings.
