Brief Description: Reports of surveys by Booz, Fry, Allen & Hamilton of University Business Administration and Organization (August, 1942) and the American Council on Education of charges by Attorney General George F. Barrett (January, 1943) and copies of related statements, press releases and correspondence. The Booz survey of the efficiency and economy of business operations covered the Business Office, Physical Plant and business activities in educational divisions and affiliated organizations. In treating the University as "an educational business" and making recommendations concerning organizational "weaknesses," the Booz survey caused the administration to prepare many rebuttals and counter recommendations which are bound with the appropriate sections of the report. Stimulated by the Attorney General's charges that the University was controlled by "hand-picked political puppets" and "has been on the downgrade since 1934," the Trustees authorized the American Council on Education study which covered control of the University by Trustees and President, civil service, quality of student body, teaching, faculty and educational leadership.

Biographical Note for University of Illinois at Urbana-Champaign. Office of the University President :

The President is the principal administrative officer of the University and a member of the faculty of each college, school, institute and division.1 The original charter designated the chief executive officer of the university as regent but this title was changed to President in 1894.2 The President is elected by the Board of Trustees and is responsible to them for the operation of the university.3 The President prepares budgets for presentation to the board, recommends persons to the Board for appointment to University positions, and is responsible for the enforcement of the rules and regulations of the University.4 On recommendation of the appropriate Senate and by authority of the Trustees, the President issues diplomas conferring degrees.5
